In line with the Central Vigilance Commission's directive, the Vigilance Awareness Week was observed with much fervour and enthusiasm in all units, Areas and Headquarters from 3.11.2008 to 7.11.2008. The week started with taking of pledge by all the employees. The pledge ceremony at HQ was also attended by the CMD, CVO, D(P), D(F) and D(T)Oprn., CCL. CMD, CCL and CVO, CCL explained about the importance of observance of Vigilance Awareness Week and details of programmes scheduled to be held in this week to the employees of HQ. The observation of Vigilance Awareness Week in the area was commenced with the PLEDGE taken by the employees on 3rd November' 2008 at 11.00 AM. The PLEDGE was administered by the highest functionary present i.e Chief General Manager/ General Manager. Banners and posters containing thought-provoking slogans were displayed in all the units/ offices. On this occasion CVO, CCL released a message wherein it was stressed that integrity should be maintained and all effort should be made to make the existing systems transparent. This message of CVO, CCL was circulated among the executives and non-executives of CCL and also hosted on the website of CCL and also on the Notice Board of the areas/units. It was also emphasized for lodging a complaint under the Public Interest Disclosure and Protection of Informers’ Resolution (popularly known as Whistle Blowers Resolution). The general Public was informed through daily news paper in Hindi and English and also through website of CCL.
Vigilance Department
ran a special campaign during the week to create vigilance
awareness among the employees as well as public. One Essay
competition on the topic "Importance of Integrity of Public
Life' was also organized in 16 reputed schools of Ranchi
in which around 400 children have participated and prizes for
best three essays both in English and Hindi were provided.
Slogan competition was also organized in various areas and
unit of
CCL. ► On 5.11.2008 a Seminar on "Right To Information Act 2005" was organized on at Vichar Manch Darbhanga House, Ranchi wherein large number of executives & non executives including CMD, CCL, CVO, CCL, Director (Finance), Director (Tech) Oprn., CCL and Director (Personnel) CCL actively participated. The aforesaid seminar was addressed by all the Functional Directors of CCL. Sri B Mishra, Information Commissioner, Jharkhand delivered the key note address. The importance and usage of this Act was deliberated at length by the key speaker. It was urged that PIO of all areas and CCL, HQ should furnish the requisite information under this Act within stipulated time frame. CVO, CCL asked the management to display the name and official addresses of all PIOs and First Appellate Authorities of CCL on the notice board. During the interactive session many officials of CCL raised certain difficulties faced by them while furnishing required information under this Act, which were suitably replied by Sri B Mishra, Information Commissioner Jharkhand and CVO, CCL. ► On 6.11.2008 a Seminar on ''Various aspect of Preventive Vigilance in Public life" was organized at Vichar Manch, Darbhanga House, Ranchi wherein executives and non executives of CCL including Director (Tech)Opn., CCL and CVO, CCL actively participated. On this day two eminent speakers Shri Niyaz Ahmad, DG Vigilance, Jharkhand and Sri MK Mishra, Additional Commissioner Income Tax delivered the talks. An interactive session was also organized and queries raised by the employees were replied by Sri M.K Mishra, Sri Niyaz Ahmed and CVO, CCL. ► On 7.11.2008 a Seminar on "Preventive Vigilanc' was organized at Vichar Manch, Darbhanga House, Ranchi wherein executives and non-executives of CCL including Director(Tech)Opn, CCL and CVO, CCL actively participated. On this day two eminent speakers Sri A.P Sinha, retired judge, Hon'ble High Court, Patna and Sri R.C Choudhary, SP, CBI, AHD, Ranchi delivered the talks. Shri AP Sinha told the house about corruption and its source of origin. He emphasized that arresting of corruption will reveal a radical change in the society. Sri RC Choudhary also shared certain valuable facts of the court matters observed by him and presented certain cases of corruption before the audience. He deliberated that more surprise checks should be organized and loop holes in the existing/ prevailing systems should be plugged. He also cited one example of a forgery case occurred at State Bank of India which was investigated by the CBI. Methodology of registration of case by CBI was also told to the house. Director (Tech), CCL stressed that decisions for procurement of items and award of contractual works should be taken in a transparent manner and every facts and figures should be recorded judiciously in the noting of the file. CVO, CCL deliberated the concluding talk and it was stressed that all the employees should work with dedication and integrity. He also invited suggestions from the employees of CCL for making improvement in the prevailing systems which may be leading CCL towards more progress/ growth in future. It was also stressed that all out efforts should be made to make existing /prevailing systems more transparent. |
